Band D is the standard comparison point, but bands are set differently in each nation, so compare councils within the same nation. Averages are simple means across councils and are not weighted by the number of homes.
How council tax bands work Every home in England, Scotland and Wales is placed in a council tax band according to its value at a fixed date: 1 April 1991 in England and Scotland, and 1 April 2003 in Wales. England and Scotland have eight bands, A to H. Wales has nine, A to I.
Each council sets a Band D charge every year, and the other bands are fixed fractions of it. In England and Wales, Band A pays six ninths of Band D and Band H pays twice Band D. Scotland changed its ratios in 2017, so its upper bands pay more relative to Band D.
